PUBLIC NOTICE

The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: HMGP-4673-155-R - Canaveral Port Authority, Cruise Terminal Facilities, Generator
Location of Proposed Work: The Cruise Terminal 10 Parking Garage located at Port Canaveral which will be the storage location for the portable generator. Each of the deployment sites is in Cape Canaveral, FL 32920.
Project Location: Canaveral Port Authority 9020 Charles M. Rowland, Cape Canaveral, FL 32920, (28.410451, -80.630065).
Proposed Work and Purpose: The Canaveral Port Authority proposes to provide back-up power to Lift Station (405) (Foam House), the Fuel Transfer Station Facility (including Maintenance building, EMCC and SMCC), and the Cruise Terminal 10 Parking Garage located at Port Canaveral which will be the storage location for the portable generator. Each of the deployment sites is in Cape Canaveral, FL 32920. The project proposes purchasing one (1) portable generator with a capacity of 375 kW, or the adequate size determined by the vendor and/or electrical engineer during the bidding process, to appropriately support the infrastructure. The proposed portable generator will primarily serve the lift station, which provides wastewater treatment services and prevents sewage overflows. The generator will also support the Fuel Transfer Station which serves to move fuel to trucks for distribution, and the Cruise Terminal 10 Parking Garage that houses emergency vehicles and equipment for storage and deployment. The proposed portable generator will include a trailer that supports necessary electrical connections. This project will not include an equipment pad or automatic transfer switch (ATS) because it is a portable generator. Currently the port does not have back-up power during power outages and has historically relied on portable generators from Disney and Patrick Airforce Base. An interruption in the electric power supply would result in an interruption of fuel distribution to cruise ships and/or a loss of wastewater service.
Project Alternatives: The alternatives to the project that have been and will be considered are 1) No action alternative and 2) Providing a feasible alternative.
Alternative 1)
The impacts on the project area if no action is taken:
The widespread and total loss of power will continue to negatively impact our core operations. Fuel deliveries throughout East and Central Florida will be delayed due to lack of power. The cruise terminals will not be able to accommodate the cruise passengers returning from sea.
Other Alternative 2)
A possible alternative would be to supply a mobile backup generator to this site to continue the ongoing functions. This alternative could have significant risks and delays in the deployment of the mobile generator.
Comment Period: Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impact of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 15 days of this notice, or the actual date of posting the Public Notice. The State will forward comments to applicable regulatory agencies as needed.
