CANAVERAL PORT AUTHORITY
NOTICE OF INTENDED DECISION TO PURCHASE SOLE/SINGLE SOURCE PRODUCTS AND/OR SERVICES
In lieu of competitive solicitation, Art. XVII, Section 3(f) of the Port Charter authorizes the Canaveral Port Authority (“CPA”) to purchase required equipment, supplies, materials, or services that are highly specialized or proprietary, or when no other authorized vendor can supply the required equipment, supplies, materials, or services.
Respondents who believe they can meet or exceed the requirements described below must provide convincing technical data suficient to support their position. Send information to cpa.purchasing@portcanaveral.com by the response deadline below.
In the event respondents can supply substantially similar products and/or services, the CPA may elect to cancel this Notice of Intent and advertise a formal solicitation.
CPA assumes no responsibility for responses received after the response deadline.
REQUESTING DEPARTMENT: Facilities
SOURCE OF SUPPLY: Seville Technologies LLC
PRODUCT/SERVICE: Development of“CPA PortWatch”; monthly service subscription
EXPLANATION: Seville Technologies, LLC works directly with Adelte Technologies, Inc., the original manufacturer of the nine passenger boarding bridges at Cruise Terminals3, 5,6, 8, and10. Through this relationship, Seville has secured unique access to proprietary software, technical documentation, and specialized training directly related to the operation and configuration of these PBBs.This access gives Seville a complete technical understanding of the original and refurbished Adelte PBB systems. Such knowledge is essential for developing a real-time status monitoring platform, as the project requires full familiarity with Adelte’s proprietary controls, logic, and software architecture.
The proposed system, “CPA PortWatch,” will be developed to ensure full compatibility with the existing Adelte PBBs and fully aligned with the support provided by Adelte’s USA office and headquarters in Spain. Giventhe proprietary nature of these systems, together with the safety-critical functions involved in PBB operation, SevilleTechnologies, LLCis theonly vendor positioned to deliver a compliant, secure, and fully integrated solution.
CPA therefore seeks to enter into an agreement with Seville Technologies, LLC for the development of CPA PortWatch.
